Hon. Milena Abreu
Judge
11th Judicial Circuit of Florida
Judge Abreu was elected to the bench in August of 2019. She currently serves in the Hialeah Civil Division wherein she presides over Personal Injury Protection cases, landlord tenant, small claims and Domestic Violence cases. She was also a four time nominee to the Governor’s office for judicial appointment prior to being elected.
While in practice, Judge Abreu was a licensed trial attorney for over 20 years, handling death penalty and homicide cases. She has tried well over 100 jury trials to verdict and was one of only six women in the entire county certified to try death penalty cases. Prior to winning the election, Judge Abreu also served as one of the Traffic Hearing Magistrates for the County presiding over civil traffic infractions. She was a Martindale Hubbell AV rated Preeminent attorney proudly serving our South Florida community.
Judge Abreu has served on many voluntary bar organizations and is the former chair of two Florida Bar Ethics Grievance Committees overseeing lawyers professionalism conduct.
Judge Abreu has dedicated a lifetime to public service both professionally and personally serving her community with fairness, respect and humility.
Hon. Michael C. Baggé-Hernández
Judge
Hillsborough County Court
Judge Baggé-Hernández currently serves as a County Court Judge in the Hillsborough County Court in Hillsborough County, Florida. He was appointed in 2019 and was elected without opposition in 2022. Before taking the bench, he served ten years as an Assistant United States Attorney, five years in the District of Puerto Rico, and five years in the Middle District of Florida.
During his tenure at the United States Attorney’s Office, Judge Baggé-Hernández prosecuted various types of federal crimes, including transnational organized crime, high-seas crimes, narcotics crime, crimes related to the Immigration and Naturalization Acts, violent crime, white-collar crime, fraud, money laundering, and child exploitation. He also litigated civil and criminal asset forfeiture cases on behalf of the United States and represented the United States in federal appellate court.
In 2018, the United States Department of Justice Organized Crime and Gang Section selected Judge Baggé-Hernández for a “first of its kind” detail as a Resident Legal Advisor to the United States Embassy in San Salvador, El Salvador. Before that, he served as an Assistant State Attorney in Hillsborough County, Florida. As a native Spanish speaker, Judge Baggé-Hernández has engaged extensively with the U.S. Department of Justice’s Office of Overseas Prosecutorial Development, Assistance, and Training (OPDAT) and the American Bar Association’s Rule of Law Initiative. His involvement required him to travel across Latin America, educating lawyers, law enforcement personnel, judges, and law students from countries undergoing a transition from the inquisitorial to the accusatorial legal system. Beyond these specific training sessions, Judge Baggé-Hernández has delivered a variety of lectures and presentations covering numerous legal topics to a diverse audience, including judges, law enforcement officials, law students, and legal practitioners, both in the United States and abroad.
He completed his International Affairs and Spanish undergraduate studies at Florida State University in 2003 and obtained his Juris Doctor from Stetson University College of Law in 2007.

Diego M. Madrigal, III was appointed to the 9th Circuit Bench in June 2019 by Governor Ron DeSantis and was retained for a full six year term without opposition in April 2020. He currently serves in a Unified Family Court division in Osceola County where he hears Domestic Relation and Domestic Violence Injunction cases. Prior to his appointment to the bench, he was a trial lawyer in Orlando where he tried a variety of cases, mostly dealing with personal injury. He is a proud double Gator, and received both his Bachelor’s Degree and Law Degree from the University of Florida.

Rebecca V. Aroca is a partner in the Miami office of Quintairos, Prieto, Wood & Boyer, P.A. She received her Juris Doctor cum laude from the University of Miami School of Law, Coral Gables, Florida in May 2008 and a Bachelor of Arts cum laude from Tulane University, Newcomb College, New Orleans, Louisiana in December 2004, graduating with majors in Spanish and Latin American studies. While in law school, she served as a legal intern to the Department of Business and Professional Regulation, Miami, Florida assisting on administrative law issues regarding construction licenses. She also worked as a judicial clerk for the Eleventh Judicial Circuit of Florida, Miami, Florida and a Florida Bar Fellow to the University of Miami’s law clinic.
Ms. Aroca is licensed to practice law in Florida and New York and is admitted in the U.S. District Court for the Southern District of Florida. She serves as Chair of the Florida Bar’s Grievance Committee – Eleventh Circuit Grievance Committee ‘E.’
She has been recognized as Prosecutor of the Year by Mothers Against Drunk Drivers and recipient of The David I. Gilbert Award in 2011 and Assistant Chief Appreciation Award in 2010.
She is fluent in Spanish and conversational in Portuguese and German.

While representing carriers, he instructed courses on claims adjustment practices as well as deposition skills for insurance adjusters, corporate representatives, and expert witnesses. Mr. Cassel has since taken the knowledge and experience obtained in defending and instructing insurance companies and utilized it in the representation of policyholders throughout the State of Florida.
Sabrina Puglisi, Esq.
Sabrina Puglisi is a Florida Board Certified Criminal Trial attorney since 2008. Prior to starting her own firm, Puglisi Law, in 2011, she has the unique experience of having worked for both the Miami-Dade Public Defender’s Office and the Federal Defender’s Office for the Southern District of Florida where she gained invaluable experience as a trial attorney handling hundreds of different cases from pre-trial to trial.
She is recognized as one of Florida’s Super Lawyers for Criminal Defense in South Florida’s Legal Guide.
Ms. Puglisi graduated from the University of Miami, School of Law in 2000. Prior to that she attended Florida International University where she graduated Magna Cum Laude.
