This program has been created as a direct response to the current administration’s removal actions and enforcement. Faculty will help give you the tools, advice and knowledge you need to deal with the current environment and aid your clients as much as possible.
The program begins with a quick review of removal proceedings, including the statutory framework under INA § 240, Notice to Appear (NTA) issues, jurisdictional considerations, and current litigation regarding deficient NTAs. Faculty will also discuss expedited and administrative removal processes under INA §§ 235(b) and 238, including how these procedures operate and the limits on judicial review.
The course then examines key forms of relief from removal and how they are litigated in practice. Speakers will review eligibility requirements, evidentiary challenges, and strategic considerations for cancellation of removal, asylum, withholding of removal, Convention Against Torture (CAT) protection, adjustment of status, Temporary Protected Status (TPS), and voluntary departure. Particular attention will be given to hardship standards, evidentiary development, and the complexities of withholding-only proceedings in reinstatement cases.
Additional sessions address expedited removal processes, reinstatement of prior removal orders, and the practical limits on review and available challenges. The program will also explore the current enforcement environment and discuss what advocacy tools remain available as traditional forms of prosecutorial discretion have narrowed.
The course concludes with a discussion of immigration detention and bond practice, including bond eligibility, immigration judge jurisdiction, burdens of proof, bond redeterminations, mandatory detention triggers, and litigation strategies related to prolonged detention and Rodriguez hearings. The final segment addresses issues that arise when business and employment-based respondents appear in immigration court, including adjustment in proceedings, allegations of fraud or misrepresentation, coordination with pending USCIS petitions, and strategic counseling for corporate clients.
This program is designed to give immigration attorneys a practical framework for understanding the removal process in today’s environment and will be provided with advice and strategies for relief, detention challenges, and client counseling in today’s enforcement climate.

Megan Guzman, Esq.
Of Counsel
Law Office of Megan Guzman
Megan Guzman is Founding Attorney at the Law Office of Megan Guzman. She handles all types of U.S. immigration, including the business, investment and family practice areas. Her passion is finding solutions to cases with complex problems or extensive immigration history – whether that be through I-290B Appeals or Motions, waivers, or federal litigation.
Megan has significant federal litigation experience in filing mandamus actions for declaratory relief and challenging wrongful denials under the Administrative Procedure Act (APA). Her successes include securing temporary restraining orders and preliminary injunctions. She is admitted to practice in the Northern, Central, and Southern Districts of California, the Ninth Circuit, and the District of Columbia District Court.
During law school, Megan worked for the Loyola Immigrant Justice Clinic where she successfully handled matters for immigrant victims of domestic violence pursuant to U-Visa and defensive asylum cases, and advocated on behalf of those wrongly included in the Los Angeles Gang Database in conjunction with Homeboy Industries. She also served as a legal intern at the Immigration Center for Women and Children helping clients with severe mental disabilities in Immigration Court through their Franco project.
Prior to working at a business and investment immigration firm, Megan represented individuals in Immigration Court, including appellate representation before the Board of Immigration Appeals and the Ninth Circuit. Megan is the immediate past Chair of the Southern California Chapter of the American Immigration Lawyers Association (AILA) and is a member of the Immigration Section of Orange County Bar Association and Los Angeles County Bar Association.

In total, Ms. Santos Lloyd has been in the immigration field for over 22 years. Attorney Santos Lloyd and her staff are fluent in Portuguese, Spanish, and French.
